Maybe it’s a kludge together of two cars, VIN plates on now align to salvage title, but others available? Dun know.

The seller’s phone number comes back to a Sherriff’s Deputy and fire arms instructor so maybe he’s just saying he can pull some strings down at city hall to get the title washed.

Giving the benefit of the doubt (I don't actually advise this, because CL) I assume that he knows the title is clean but he lost it, and that's a really poor way of saying he can maybe find/get it. I prefer to imagine that he has a printing press in his basement though.
